The instructions and labels in that material (e.g., Read Me) specifically say it’s for WIN8, so I’m not using it to update my drivers. The package provides the installation files for Realtek PCIe GBE Family Controller LAN Driver version 10.10.714.2016. If the driver is already installed on your system, updating (overwrite-installing) may fix various issues, add new functions, or just upgrade to the available version. This didn’t help very much, however what did work, was to replace my network cable between the computer and router to Cat 6 cable, after that my network has worked well. It’s funny, the cable between the computer and router is less than 1 meter. I have a WD MyCloud mirror backup drive on the network using a Cat 5 cable with over 20 metres in length and it runs 1 Gigabit perfectly.
If you don’t have a Cat 6 cable you can make the following changes to your adapter settings, it makes the network stable, but it restricts the network speed to 100 MB.
Open Network and Sharing Center, click on Manage adapter settings, right click Realtek PCIe GBE Family Controller (Local Area Connection) and select properties. Click on configure, switch to advanced tab and change the following properties:

Auto Disable Gigabit > Relink Battery or AC - (This setting restricts network speed)
Green Ethernet > Disable
Energy Efficient Ethernet > Disable
